These unnamed angels were angels apart of Castiel's garrison.
Background[]
The angels were apart of what was Anna's garrison, which she ran as captain. When Anna humanized herself by cutting out her grace, she also lost what made her captain. After which time, Castiel took it upon himself as the leader. On orders thought to come from God, these angels, the garrison, Castiel and Uriel laid siege to Hell to rescue Dean. In the mental hospital, Anna heard their voices in her head. Even though it was thought they were killed off by Lilith, it was Uriel, it's just his hand in it wasn't revealed until later.
