Death wears a ring with a white stone. Combined with the rings of the other Horsemen, it can open Lucifer's Cage. He willingly gives it to Dean to allow the Winchesters to trap Lucifer. Unlike the other Horsemen, the loss of his ring does not seem to lessen Death's power. However, his ring when worn by a human being grants the wearer the power of killing human beings with a touch. While wearing the ring, Dean ended the lives of the dying so that a reaper could escort their souls to Heaven or Hell.

We don't know WHY he needs his ring. Maybe, because it relates to the Hell's cage and the Apocalypse. Or maybe it has to do with his, day job as Anna puts it. As, if the aplocalypse stops, they go back to doing whatever they normally are or do. And the bottom comment is to support that. As, Sera states that after he rises they are more like things gathering toward him.
The things the Horseman represent in pestilence, famine and war are like forces of natures and are states that humans experience all the time. So it isn't as though when Lucifer comes on the scene he brings these monsters with him that are unleashed that we haven't been experiencing the effects of throughout history.
