Neil is an angel who was one of Metatron's followers.
History
He praised Metatron for reuniting the angels under the banner of Heaven. Neil also figured out a method to override angel radio so that a signal could block out all other voices, allowing for only Metatron to address the angels on Heaven and Earth uninterrupted.
After Castiel revealed over angel radio that Metatron was using the angels, Neil and all of the other angels turned against Metatron.
